Meet Our Executives

ISG’s executive team has an excellent track record of delivering projects and programs on time, within budget, and meet stakeholder expectations. Our executive team has 125+ years of technical and management experience as well as 75+ years experience operating small businesses.

Gary Cline – President, CEO, and Founder

Gary Cline is President, CEO and founder of Innovative Solutions Group (ISG). Since founding ISG in 1988, under Mr. Cline’s leadership, ISG has provided valuable IT services to a variety of federal government organizations and private sector companies. He is a recognized subject matter expert in the areas of capacity planning and performance management for enterprise IT processing centers. He has over 40 years serving the IT industry. He is a frequent invited guest speaker at industry professional organizations.

He is a recipient of the USDA Group Honor Award for Excellence, Forest Service Y2K Millennium Rollover Team, for outstanding achievement in meeting the challenges of the Y2K millennium rollover while ensuring continued operation and delivery of program services. He holds a B.S. degree in Computer Science from Virginia Tech. After graduation he served on active duty in the U.S. Navy, first as an instructor at the DoD Information Resource Management College and later as the electronics officer aboard the guided missile cruiser U.S.S. Josephus Daniels (CG-27).

In his free time Mr. Cline has enjoyed youth mentoring, having served on the Reston Children’s Center Board of Directors for over five years, served as Cub Master for a local Cub Scout pack, and managed a community youth travel soccer team. He enjoys the outdoors including boating, camping, hiking, and whitewater rafting.

Jeff Barnes – Advisor to President

Jeff Barnes is Advisor to President, his varied career includes IT Specialist; Program Manager; Project Manager; Business Requirements Analyst; the management of multi-functional work teams and customer service.

For 30 years Jeff worked for the U.S. Forest Service with a career from firefighter smokejumper, forestry and IT Specialist leading a National Fire-Weather Program. Jeff has developed an exceptional background in people and project management and a professional style based on excellent inter-personal communications and an ability to make the best possible use of his personal network.

Through experience and education, Mr. Barnes has developed keen sense of new technology and fitting to the requirements. He has had the opportunity to participate in a variety of computer and management training courses, workshops and seminars that has allowed for a broad resource base on which to build his career.

Jeff has a Liberal Studies and Art Degree from Bakersfield, California. He attended the University of Montana from 1980 to 1991 for Forestry and Computer Science. Jeff received award for outstanding service from the Presidents Council. In the past, he held positions on the National Fire Danger Rating System committee, the Change Board for National Fire Applications and is a member of the National Smokejumper Association.

Woody Wright – Advisor to the President

As ISG’s Advisor to the President, Mr Wright is a PMI Certified Project Management Professional (PMP) with more than 30 years of program management experience supporting clients by strengthening performance through innovative tactical guidelines, operations developments, and organizational transformation. Before he joined ISG, Mr. Wright was the Senior Program Manager for L3 Communications’ support of the Reserve Component Automation System (RCAS) for the National Guard. Earlier, he served as President and COO of GENESYS Corporation for 10 years. Mr. Wright received his B.S. degree in Electrical Engineering from Howard University.

Carmine Taglialatela – Advisor to the President

As ISG’s Advisor to the President, Carmine Taglialatela possesses over thirty years of experience in both domestic and international technology-driven industries. Prior to joining ISG, Taglialatela was principle and founder of the Oak Hill Farm Group, LLC, a boutique government relations and business consulting practice.

Earlier in his career, Taglialatela served in senior leadership positions in the telecom industry, serving as President and CEO of ePHONETelecom Inc. and President and Chief Operating Officer of Telron Communications. Taglialatela has also held positions as Executive Vice President of Compass Rose International Inc., Director of International Public Policy and Regulatory Affairs for MCI Telecommunications, and Director of Revenue Development for RCA Global Communications.
